TL;DR

No single provider covers everything. ZoomInfo ($15K/yr) has the deepest US direct dials. SalesQL ($0.007–0.02/prospect) is the cheapest with phone included. BetterContact ($0.49–0.75/phone) runs waterfall across 20+ sources and only charges when valid. For India, EasyLeadz and ContactOut have coverage nobody else does. Clay published quality benchmarks: Forager wins all three regions. The real strategy: stack 2–3 providers in a waterfall.

Why we wrote this

We built an outbound platform that aggregates 30+ data sources. To do that, we evaluated every phone number provider on the market — not from sales decks, but by testing them against real prospect lists across the US, Europe, and India.

Clay published excellent benchmark data comparing 10 providers across three regions — we reference that data throughout (source: Clay blog, 'Best Mobile Phone Data Providers'). On top of Clay's benchmarks, we've added real pricing from published pages and actual quotes, plus providers Clay didn't test.

ZoomInfo

The enterprise standard for US direct dials. Based on a real quote we received:

Professional: $10,000/year — 5,000 export credits. Mobile & direct dials included. No intent data.

Advanced: $15,000/year — 46,000 export credits. Mobile & direct dials included. 3 Intent & WebSights clusters.

Enterprise: $15,000/year (limited-time offer) — 80,000 export credits (Bulk + Recurring). 10 Intent clusters. AI Account Summaries.

The sales rep will push hard to close within the week — 'if we move forward now, I can secure Enterprise at the Advanced price point, giving you 80,000 credits at ~$0.18/contact.' This is standard ZoomInfo.

Best for: US-focused enterprise teams. Genuinely the deepest US direct dial database. Weak outside North America.

Effective cost: $0.18–0.33 per contact depending on tier. Mobile & direct dials included on all plans — you don't pay extra for phone numbers beyond the export credits.

Cognism

The European mobile number specialist. Estimated $16,500+/year (web-sourced; actual range $15–25K depending on seats and features).

The differentiator: Diamond Data. Cognism has a team that actually calls phone numbers to verify they're active before adding them to the database. Nobody else does this at scale. The result: significantly higher connect rates on European mobile numbers vs any competitor.

GDPR, CCPA, and DSGVO compliant by design — they maintain a do-not-call database and consent tracking that matters if you're selling into Germany.

Best for: Teams selling into UK, DACH, Nordics, France. The only choice that takes European compliance seriously enough for risk-conscious buyers.

Apollo

Phone data included in the outreach platform. The default starting point for most teams.

Free: 900 credits/year.

Basic: $49/seat/month — 30,000 credits/year.

Professional: $79/seat/month — 48,000 credits/year.

Organization: $119/seat/month (min 3 seats) — 72,000 credits/year.

Phone numbers cost 8 credits each. Effective cost: ~$0.16/phone across all paid tiers.

260M+ contacts. Good for SMB and mid-market US. Accuracy drops noticeably at enterprise level (VP+ at Fortune 500) and outside North America.

Best for: Teams that want phone data bundled with their outreach tool at no extra cost. The value is convenience, not best-in-class accuracy.

SalesQL

The cheapest per-prospect phone data available. LinkedIn-sourced.

Annual pricing (25% off):

Basic: $29/month — 24,000 credits/year.

Professional: $59/month — 60,000 credits/year. 3 seats. API access.

Organization: $89/month — 144,000 credits/year. 15 seats.

Monthly: $39 / $79 / $119.

1 credit = 1 prospect including verified email + phone number + enriched data. That's $0.007–0.02 per prospect with phone included — by far the cheapest option on this list.

The catch: LinkedIn-sourced, so coverage depends on what's on LinkedIn profiles. Works well for LinkedIn-active professionals (tech, sales, marketing). Weaker for industries where LinkedIn adoption is low.

Best for: Budget-conscious teams that want high volume. The Organization plan at $89/month gives 15 seats and 144K credits/year — hard to beat on economics.

ContactOut

Originally a recruiting tool, now strong for sales. Good global mobile coverage including India.

Free: 5 phones/day.

Email plan: $99/month ($49 annual) — emails only, no phone.

Email+Phone: $199/month ($99 annual) — ~1,000 phone lookups/month.

Team/API: custom pricing.

Strong on personal mobile numbers for LinkedIn-active professionals. Better India/APAC coverage than most US/European providers — one of the few with meaningful hits in these regions.

Best for: Teams that need global mobile coverage including India, and are willing to pay the $99/month annual price for ~1,000 phones.

Lusha

The mid-market default. Chrome extension model.

Pro: $36/user/month — 480 credits/month. Premium: $59/user/month — 960 credits/month.

Good US and European coverage. Consistent quality — not the best at anything, but reliable across geographies. Better on recently-changed numbers than providers serving older cached data.

Best for: Teams of 3–15 that want a simple per-seat add-on for phone data without the complexity of API integration or waterfall setup.

EasyLeadz

The India specialist. Annual billing only.

Startup: ₹2,417/month (~$29) — 600 phones/year. 2 users.

Scaleup: ₹6,000/month (~$72) — 1,560 phones/year. 5 users.

Growth: ₹12,000/month (~$144) — 3,600 phones/year. 10 users.

Hyper Growth: ₹19,250/month (~$231) — 6,000 phones/year. 12 users.

Unlimited: ₹10,000/user/month (~$120) — 170 phones/day fair-use cap.

All plans include 25% bonus credits. Chrome extension (Mr. E) works on LinkedIn + Indian business registries (Zaubacorp, Tofler).

The unique feature: DIN/CIN director lookup. You can find phone numbers for company directors through Indian government company filings. No other provider has this.

Best for: Any team selling into India. This is the only provider with deep Indian company registry integration.

BetterContact

Managed waterfall across 20+ providers. Pay only when they find a valid number.

Starter: $15/month — 200 credits. 1 phone = 10 credits = $0.75/phone.

Pro: $49/month — 1,000 credits. 1 phone = 10 credits = $0.49/phone.

Enterprise: from $799/month — custom credits.

In our India testing, BetterContact produced the best results of any single tool — likely because the waterfall routes through ContactOut and other India-aware sources under the hood. The per-phone cost ($0.49–0.75) is higher than single-source providers, but you're buying 80–90% coverage vs 40–60% from any individual source.

Best for: Teams that want the widest possible coverage without managing multiple provider subscriptions. The pay-per-valid model means zero credit waste.

Pay-per-lookup (not pay-per-result) — you pay whether they find a number or not. This means effective cost depends on hit rate: at 50% hit rate, your real cost per found phone is ~$0.20.

Decent APAC coverage — 33.5% quality in Clay's benchmark (ranked #2 in APAC). Low volume (109 numbers found vs ContactOut's 713) but good value.

Best for: Engineering teams that want a clean API for high-volume enrichment at the lowest per-lookup cost.

Quality score = % of P1 (verified good) + P2 (likely good) numbers. Cost = price per good (P1+P2) number.

Forager leads on quality. Nimbler leads on value. RocketReach finds the most numbers but quality is mediocre.

Quality drops significantly. Fewer providers, more expensive per good number.

Cognism wasn't in Clay's test. If you're doing serious European outbound, Cognism's Diamond Data fills the gap — human-verified mobiles with significantly higher connect rates than any provider above.

The hardest region. Only Forager breaks 50% quality.

Warning
Clay didn't test EasyLeadz — the India specialist with DIN/CIN company registry integration. In our experience, EasyLeadz has Indian phone coverage that none of the Clay-tested providers match. BetterContact's waterfall also produced strong India results — likely routing through ContactOut and other India-aware sources.

The cost nobody talks about: bad numbers

Every wrong number wastes 2–3 minutes of SDR time: dial, wait, wrong person, update CRM. At $40/hour fully loaded = $1.50–2.00 per bad number.

A provider with 40% quality on 1,000 lookups = 600 bad numbers = $900–1,200/month in wasted time. That dwarfs any subscription.

This is why cost-per-good-number matters more than cost-per-lookup. Nimbler at $0.05/good and Forager at $0.22/good both look cheap next to $1.50 wasted per bad dial.
